Dallas M. Stout, Psy.D (Clinical Psychology)
For someone who decided to go to college at the last minute during his senior year in high school, Dr. Dallas Stout has made quite a name for himself. Dallas grew up in a racially diverse suburb of Los Angeles County. Many of the youth that he attended public school with did not attend college. Dr. Stout takes his opportunity seriously. In late 2009, Dallas was very honored to be elected to the Boy Scouts of America 100th Anniversary, National Hall of Leadership. In 2004 he received the coveted Ambassador of Peace award from the Violence Prevention Coalition of Orange County. He has also been honored by the Orange County Department of Education with their “Excellence in Education” award. In addition to those individual awards, he has received awards on behalf of the groups of troubled youth he has inspired including the Outstanding Youth Group award from the National Philanthropy Day OC as well as the Volunteer Center of OC’s Spotlight Award for outstanding service to the community.
Dr. Stout has worked in the Southern California non-profit community for most of the last 20 years. Among his varied work projects, Dallas ran one of the larger programs for developmentally disabled adults in L.A. County for 2 years. He managed all marketing & admissions for a regional drug treatment center for 2 more years. Additionally, he spent over 5 years as Managing Director of the largest residential drug treatment center and academy for substance abusing youth in Orange County. Currently, Dr. Stout runs his own business, “DoctorS Nonprofit Consulting” which he co-founded in 2004 with his wife Dr. Debra Stout. Dallas is also on the faculty of California State University Fullerton and the University of the Rockies where he teaches a variety of undergrad and graduate courses.
Dr. Stout has professionally demonstrated his experience & research interests at local, statewide and national conferences including the American Psychological Association. Dallas has been interviewed on numerous T.V. and radio shows. He has completed clinical internships at New Beginnings (Lakewood), Straight Talk (Cypress), F.A.C.E.S., Inc. (Fullerton), Woman’s Transitional Living Center (Fullerton) & the California State University Fullerton Counseling Center. He served his Pre-Doc & Post-Doc internships with the O.C. Healthcare Agency, Children & Youth Services division at a clinic in Santa Ana.
Dr. Stout currently serves as President of the California Chapters of the Brady Campaign to Prevent Gun Violence. He has served as Co-Chair of the Board of Directors for the Violence Prevention Coalition of Orange County since 2002. Dallas also serves on the Board of Directors for the Orange County Substance Abuse Prevention Network and the Orange County Chapter of the Brady Campaign to Prevent Gun Violence. Dallas serves on the Advisory Board of La Calle, Inc. and the O.C. Safe From the Start Coalition. He has also served on the boards of O.C. Problems of Addiction in Labor Management, Inc. and the O.C. Wellness Coalition. Dr. Stout is honored to be a Lifetime member of the National Eagle Scout Association. He is a member of the City of Fullerton’s Community Emergency Response Team (CERT) as well as Cal State Fullerton’s CERT team.
Dr. Stout Earned his A.A. degree at Cypress Junior College, his B.S. degree in Human Services at CSU Fullerton & his M.A. degree in Clinical Psychology with an emphasis in Marriage & Family Therapy at Azusa Pacific University. Dallas also earned his Doctorate in Clinical Psychology at APU where he graduated with special recognition for his work with troubled youth and their families. His interests in psychology include troubled teens (including substance abuse, violence and gangs), mentoring, personal motivation, leadership, & cultural diversity. His personal interests include travel, antique collecting, and reading, (especially U.S. history).
Debra L. Stout, Psy.D. (Clinical Psychology)
Several years ago Debra Stout left a lucrative management career in the Southern California teen retail clothing industry to earn her Doctorate degree and has since worked to establish herself as an advocate for youth in Orange County. Dr. Stout has specialized in all aspects of youth work with an emphasis in the areas of positive youth development and resiliency. She strongly advocates an approach that involves youth in all levels and steps of the prevention and intervention process. In many ways, Dr. Stout mentors in youth exactly what she has done for herself.
Dr. Stout spent over 6 years working for the Orange County Department of Education’s alcohol, tobacco and other drug use and violence prevention programs. In that capacity, Debbie coordinated a nationally acclaimed gang prevention and intervention program in conjunction with the Boys and Girls Club of Westminster. In addition, she has worked at LDS Family Services in Fountain Valley as a Family Relations Counselor and has taught courses such as “Strengthening Marriage”. Dr. Stout is currently involved in DoctorS Nonprofit Consulting, a company she co-founded with her husband Dr. Dallas Stout in 2004. As a consultant to the Orange County Department of Education, she has recently assisted in the development of the O.C. Safe from the Start facilitator manual as well as their ongoing “train the trainer” programs. Debbie is a member of the faculty at California State University Fullerton where she teaches courses in both the graduate program in Counseling and the undergraduate Psychology departments. She is also a member of the faculty at the University of Phoenix where she teaches in their undergrad and graduate programs in Psychology.

She completed her Pre-Doc and Post-Doc Internships for ultimate licensure as a Psychologist with the Orange County Health Care Agency, Children and Youth Services division.
Dr. Stout serves as the Co-Chair of the Executive Committee for the Violence Prevention Coalition of Orange County (VPCOC). Debbie also serves on the Advisory Boards of La Calle News, Inc. and the O.C. Safe From the Start Coalition.
Dr. Stout earned an A.A. Degree from Fullerton City College in Business Management, with honors. Debbie earned her B.S. Degree from California State University Fullerton in Human Services, Cum Laude, and her Masters degree in Clinical Psychology from Azusa Pacific University. She also earned her Doctorate in Clinical Psychology at APU where she graduated with special recognition for her work with children and their families. Dr. Stout’s areas of interest include academic motivation, childhood incest, self- mutilation, and eating disorders.
